06 turbo not going over 2000 rpm

I have a an 06 turbo that won't go any higher than 2000 rpm maybe 10mph in water. I checked compression good, no fault codes, no limp mode. Any recommendations on how to troubleshoot this. Turbo spins freely.

Check you turbo and waste gate.
