I think that would apply if the stock ECU used volumetric efficiency for fuel table but I don't believe thats the case. I think it's just a pulse with table. I've done VE tuning with Vipec and the stock ECU fuel table numbers do not like like VE numbers would look. Stock ECU idles mid 20s and WOT is 180, it's not 9x more efficient at WOT than at idle.
