Control fueling beyond the last cell

Can't you rescale the map?

I think that would apply if the stock ECU used volumetric efficiency for fuel table but I don't believe thats the case. I think it's just a pulse with table. I've done VE tuning with Vipec and the stock ECU fuel table numbers do not like like VE numbers would look. Stock ECU idles mid 20s and WOT is 180, it's not 9x more efficient at WOT than at idle.

Short of asking to have the map RPM points re-adjusted is there a way to control fueling beyond the last cell?

The map I'm using ends at 8600 but my target RPM is around the 8900 point. I can get it to be where I want it at 8600 but as soon as it crosses it goes way too rich down to low 11s and touching 10s. If I lower the last cell it causes a 13afr spike as it crosses the 8600 mark and then it quickly drops down to 11.8 - 12 which is decent but I really don't like that spike at the 8600 mark.

MS correction tables don't seem to have any effect, I removed 13% in small increments from 8800 and up in both MS tables but it does nothing.
