You can ground the brown wire (pin 40) to force the pump on.

Where are you located? There maybe someone close by with more electrical expertise to assist. I'd suggest updating your profile to include your location. In that manner, it is displayed every time you post.

I'm in Virginia. I updated my profile. I went out a few minutes ago and started it 3-4 times. Pump worked perfect. Tried it agan and it would not come on. Started it up again and pressure came up lasted 3 seconds or so and started to drop it got down to 5lbs and shot back up to 23. then started dropping and I grounded the brown wire and nothing kept dropping. Beginning to think the new / old fuel pump is junk.

Forgot to check voltage at the breaker and canister plug when it happened. What fuel pump do you recommend if I have to buy another one? Going to recheck the voltage again tomorrow. Anyone have issues with the breaker?

May have found my issue. I took the box apart where the fuel pump breaker is. When I opened it up there is a nice green corrosion on the breaker terminal and rust on the steel terminals the red/white wires are going to. I cleaned them off and it has worked every time. So that may be why I'm getting a no pump situation.

Yes, you need to make your voltage measurements with the circuit active (on). A corroded connection will not drop voltage across it unless there is current flow. That is exactly what I suggested way back in Post #29.
