I keep overheating cylinders. I have never bleed the rail after removing and replacing. Is bleeding the rail a thing?

Welcome.
The entire cooling system is self-draining. As soon as the engine stops running with the hull floating the water flows out of the engine cooling system, replaced by air. When the engine starts in-water the jet pump pushes water through the exhaust manifold and up through the cylinders into the water manifold bar on top.
From there the water flows out via the thermostat housing. Make sure the housing is not clogged and the thermostat is working. Pressure bypass valve too.
