Billet Throttle Lever

Hello everyone, my RXTX just arrived and the throttle lever is not returning to the original position after I release it, which is restricting me from engaging the Neutral on the ski
I have to push it slightly all the way forward in order to use the Reverse lever for Neutral.
I put grease but that did not fix the problem.
My question is, anyone knows how to take that handle cover apart so I can
reach inspect and replace if needed?
I do not seem ti find any bolts to begin with

As in new? if so, make dealer fix it

Brand new. I bought it from a dealer who is 150 miles from me. All local dealers are busy
I can fix it myself, just need to open the cover somehow.
