1997 challenger 1800 center bin drain?

I just picked up a 97 challenger 1800 and the center bin in the floor is filled with nasty water. It looks like the back corner of the bin is a drain hole but it is not draining. I have tried clearing the hole out and it seems like there is no hole in the bottom of it. Is this supposed to be the drain or do they expect the water to drain out of the front net? Thanks

Id just drill a hole and let it drain. The bilge pump will take care of it. Also make sure your pump works!
