2019 yamaha vx cruiser with code 132

I have a 2019 yamaha vx cruiser with code 132 which is the aps/etv. I checked the battery, ecu, all the sensors, and I changed the ground wire to the battery. The ski wont go faster than 4mph. Any ideas on what I should check next?
