here is a picture of what I have don to my stock carbs return lines to make it easy to get to my T-handles I made the hose to long so they would bow out of the way
also if you noticed I stuck some tape on the inside of the carbs and fill the choke holes with J B weld and will put my primer lines on oiler nipples since I am running premix any way it three less caps on my carbsComment

Is there a restrictor of some kind built into the carbs isn't?
If so does it need to be taken/drilled out for the inline restrictor to work properly?

Yes, the stock carbs have restrictors built in.
Some people drill them out and use a common restrictor for all 3 carbs in the return line.
i.e.) Tap a brass fuel line barb on one end to accept a 80-110 main jet in the return line.
