Xlt1200 rebuilt carb issues

So I have an 03 xlt 1200. Just pulled the carbs apart to rebuild them. I used genuine mikuni kits set low and high speed needles to settings I found on here. Also did the drilled return. Can’t get the thing to run. Ive done pulled the carbs off multiple times and made sure I had everything installed correctly. Fuel pumps working but it seems like I’m not getting much fuel to the body of the carb. I used a # 95 jet in the return line. Is it possible there isn’t enough restriction in the return for the carbs to get fuel? Pulling my hair out with this thing

When you crank on it, can you visually SEE fuel flowing to the carbs? Maybe use a piece of clear hose for troubleshooting.
