Disabled boat / Jetskiers try to tow by hand

Why didn't these guys attach the tow line to the ski? All I saw was them trying to hold on to the tow line...

I'm all for helping people but a Jet-Ski is not the right craft to help pull a large boat like that. It puts two crafts in danger.
