As Jr mentioned, the 13/20 is absolutely necessary when running the 8000 rpm tune. The ride plate is also necessary, as the stock plate holds the ski back.

Have you tried running with the seat off to see if the RPM's come up? If they come up then you have an exhaust leak inside the hull.
